Minor scuffle between 2 parties college issued show cause notice

Is there a need on the part of a university to send a show cause notice to a student when the case between the student and the other party has already been settled between the two parties? The issue being that there was a minor scuffle between the two parties.
yes, university can issue the Show cause notice to maintain the administration as it is within the power and jurisdiction of the University....u can meet to an advocate so evade any disciplianary action.
