In your complaint to the authorities, you can mention that drivers park their vehicles in the no parking area which causes disturbances to the residents as well as passers by, especially ladies and children who have to pass through a tough and difficult phase while crossing the vehicles parked in haphazard manner and also endangering the life of the people who pas by which not only is a permanent disturbance as well as causing fear owing to the third grade behavior of the drivers of the vehicle towards the public and the continuous nuisance has become a menace. It should be a strongly worded complaint. All affected parties may join in written complaint. Besides a police complaint also may be given for nuisances.
