Land given for development contracting forcing to build extra floor

Hello Team, We have given our land to a contractor which was intended to build 3 storey building with 3 flats each on either side of the stairs. 3 flats for us and the other 3 for the builder/constructor. The constructor has been insisting us to build another floor(4th storey), which we are not ready? Please advise.
No, the builder cannot force you to build any illegal floor in the construction. you can lodge a complaint with the Municipal Corporation and as well as the Police regarding illegal construction. Kindly adhere to the rules and regulations of construction,
