The suit for partition has to file in Delhi as the property in question is situated in Delhi. As per section 16 (b) of CPC, the suit for partition of immovable property shall be instituted in the court within the local limits of whoes jurisdiction the property is situated.
Hence, you may file before Delhi court. And, as far as pecuniary jurisdiction is concerned Delhi high court shall have the jurisdiction as the cost of property in question is more than 2 crore but if the valuation of suit goes below 2 crore so the jurisdiction shall be in district court.

According to code of civil procedure. The suit of partition is filled with in the jurisdiction of that court in which the property is situated. And it would be divided in the share of 1/7 for one legal heir.
