Is restriction of mobile phone usage inside race course legal

Delhi Race course do not allow punters to carry mobile phones inside race course without fees of 5000. Is that legal? Can they restrict usage of mobile phones? Is there any law which allows them to do so?
As you yourself said that only punters are not allowed to carry thier phones inside without paying 5k. We have to seen the rules and regulations created by the DRC. There must be a rationale and objective to distinguish between spectators and punters.
