No it is not legal as drinking alcohol in public places are completely illegal. Had been legal the alcohol could be allowed to be consumed as the same is in GOA AND BANGKOK for example. Kindly do not act in a manner which will prejudice the society in all. Recently the cops have been very active in arresting people consuming alcohol on road.

MY OPINION THAT nowadays environmental l legal actions are very positive in India, the laws related public area /open place/ any institution area /hospital area the drinking is strictly prohibited as well as drink in the car at the common place on the road are not allow,it the violation of constitutional rights.

My dear Friend. You know about the Answer of your questions. All things are illegal, and accordingly codified in every country. Each and Every Country impose punishment for it, but we the people always violate the Law, drink alcohol in open place, etc., where it is strictly prohibited.
If we the citizen did not weak up, then how the law can implement ? Therefore, Awareness is necessary.
But I think Law require to be strict enough. If against the offender Capital Punishment will impose and fine will impose at least 30 to 40 times then the Law breaker should reduce their speed.
But to stop this, Mass aggression is highly needed. On the other hand, the Govt. can collect revenue maximum from alcohol, then how Govt. can impose strictly regulations against it.
