Illegal factory constructed in basement in approved residencial area

sir, i suffuring from polythine factory constructed after breakage of handloom category of shed .we all resident of colony already complaint the state pollution board,muncipal corporation,district town planner,area fire brigadge and district commissioner greviance cell.but in district commissioner officer dispose the complain by saying that this land is for alloted by govt to person as handloom shed which is a green industry. no any kinds of noc is this industry.but the shed is broken is building is developed in basement nearby my house by saying owner this building is used for as a godown, but after he setup factory plastic bag manufacturing factory, after this we approach to the pollution control board.after this pollution board taken the permission head office to seal the factory. but due to political pressure he could not seal the factory, kindly suggest me what can i do after this.
