I have passed the graduation but university denies the Marks sheet

I passed the University exam for graduation degree all three years. The marksheet was given for 1st and 2nd year but in third year I did not get the Marks sheet as they said your registration number is not allotted from University and admission is out of quota of Number of students allowed ie 670like something. Now what do I do.
Neither your college nor the University can deny to give you marksheet and degree. Have you represented and made an application before the college and university ? If not then file an application before them & if they did not solve your problem file a case before High Court
