How to use REG obc certificate from KARNATAKA STATE - IN FORM F

i belong to CAT-IIA kuruba community i am working in bsnl-working as SDE at present equivalent to GROUP-B cadre i joined aS group-c cadre in 1990 and later i joined BSNL-GROUP B 1996 at present total income per Annam 12.0 lacs from salary no income from other sources as per MOS DOPT order no36033/3/2004-estt(res)dated 09.03.2004 income from SALARY should not be considered for issuing OBC certificate i got NCL OBC for central services for my daughter when i applied for caste certificate in FORM-F for professional courses admissions they refuse to provide me stating that income from salaries are considered as per order CR-2/2015-16 DTD 20/04/2015 income limit was 6.0 lacs so tasildhar K.R PURAM not issued FORM-F caste certificate, so please kindly confirm creamy layer limit for issuing caste certificate for CAT-2A differ for state and central in karnataka state kindly clarify doubt help me pls
File a petition before the high Court challenging the order given by concerned authority since creamy layer can only be challenged there as your income has crossed the limit but it should not affect your daughter education and u get justicr from high Court
