How to recover money over purchased land

I give cheque to purchase agree land through notarized with time period. Init he give me all gov noc's and bank noc's. but that period he doesn't do any thing. So second time through notarize & extend the time period. Now he doesn't do any thing. Neither he return my mony or complite the transaction or procedure,
by your query it seems that you have agreed to purchase land, and you had paid money. if he is not returning your money back or not completing the transaction, then you have to file suit in court.
