How to initiate settlement of loan with the bank at a lower amount

I took a personal loan in 2005 from ICICI of 1 lakh , I got a call from 3rd party recovery for settlement in 30,000/- with bank but as do not have that much fund want to settle it for Rs 10,000/- immediately and to improve my CIBIL record, pls guide me on it.
This is bring to ur knowledge that bank could not settled the loan at 70 percent of value. May be it is a fake call, therefore u not make hurry to settle the matter. Wait for icici bank notice for recovery and settlements. Because I had handled such types of cases from bank behalf.

Unless you pay the complete amount to bank, they will not improve your cibil record.
Alternatively, to what ever amount you are settling your loan, you should force bank to clear your cibil record. In case they do not do so despite confirmation then you can file a case against them.
