How to initiate case against college for not returning marksheets

I have left a college where i was doing B.Tech during 3rd semester.The college is not giving me my 1st & 2nd semester marksheet.They said until I do the cancellation process,they will not give the marksheets.My dues are clear.I'm in urgent need of those marksheets.I cannot go to the college physically right now.So,could I send a letter of authorization to the college & send someone there to collect them.And does the college have the right to withhold my 1st & 2nd semester marksheet ? If so,by which Act/rule ?

आप सबसे पहले उस भेजे गये पत्र के तथ्य के अनुसार कालेज प्रबंंधन के खिलाफ सम्बधित थाने मे FIR दर्ज कराये।
आप उपभोक्ता फोरम मे शिकायत करके न्याय प्राप्त कर सकते है।
