How to get certificate for leave to appeal to supreme court

What is the detailed procedure for getting Certificate of Fitness for Leave to Appeal to Supreme Court from HIGH COURT?
The certificate is required under art. 134A. The court on its own motion or by making an application , if it finds it is a fit case involving a question of law may give a certificate for cases under clause1 of art 132, 133 and 134. Now this requirement is not insisted as u can invoke art 136 and go for slp. Regarding the procedure there can b variations in different​ high courts.
