How to file WRIT against Andhra University authourities .

My daughter studying in a.u,visakha and she detained for the entire year due to the shortage of attendance.But, they collected 1st sem exam fee and permitted to write all mid exams and permitted to enroll through online.But, while sought hall-ticket at the exam time the head of deptt.not issued hall ticket and told her that she was detained.AS per the AiCTE norms the university has to prepare the detained candidates list before 15 days of the exam notification.we went to lokayukta of A.P and made a complaint.But,there is no use and given order as there is no cognizence and hence dismissed the complaint.Now, I want to file a writ in A.P. highcourt.please,advise reg.the matter and suggest a junior lawer in hyderabad
