How to file PIL for encroached and polluted form

there is pond in sherghati which is encroached and is polluted ,want to file pil and get it free
First make a representation before the concern authority stating all the facts with relevent documents to the effect that pound in issue has been encroach. If the concern authority failed to act then you can file PIL before High Court.
