How to file for violation of constitutional reservation policy.

6seats advertisement for ph.d out of 3 for open merit remaining for reservation such as 1for sc,1for NT(2) and 1obc.in open merit list sr.no.1,2 are open category candidates and no.3 is sc candidate.4th rank obc candidate.inthis case obc 4th rank selected in open merit seat and 3rd open merit pushed down to sc reservation seat purposefully,actually this sc condidate competing open seats,it causes suppression of constitutional reservation policy and injustice with sc condidate.
In the given situation, you will have to file a RTI application for clarification of the said selection process. If there is no proper response to the same, then you can file a Writ Petition in the High Court of your state, making the said department a party to the dispute.
