How to file case again after grant of bail

About 8 years ago a lekhpal was arrested by anti corruption team cuz he was taking bribe by a man (who informed anti corruption team ) he went jail after some time he got bail and the corrupt lekhpal is still working on his post and he's now free so We wanna start the case in the higher court again so how can we restart it and how can we get all the documents we don't even know the case number or status

The time when lower court granted bail to lekhpal 8 years back , at that time only you had opportunity to appeal to Higher Court against the decision of Lower court. Now you cannot take action or reopen file again as your appeal will get barred due to limitation period which usually is 90 days. Unless you have some new evidence for his corrupt practice you cannot open case. In case you have any evidence you can file a new case.
