How to file a complaint against dealer for not giving possession

Dear sir/mam, I am from a middle class family and my father was purchased a property 5 years back from a local dealer. But still we don't have possession and the dealer is not taking any serous response for our problems. Please give me a suitable solution. What we can do? We have only payment receipt and a notary paper given by him.
I have seen you problem kindly consult to a lawyer and they will file suit for possession against the Said person before the court for recovery from them or crimal case but only in civil case ..
You should immediately serve him with a legal notice through advocate and thereafter file a consumer complaint. Alternatively you can also file criminal complaint against the builder for cheating and fraud.
It appears that you do not have a proper Sale agreement.So one has to see the receipt .You claim for money is time barred. Only way is if you give notice and he gives in writing receipt of mony and deal for sale of property.Then you can file a suit for recovery.File a criminal case for fraud and cheating.
