How to deal with rejected posting request to employer

I m a central govt employee in central industrial security force MHA . And my wife working is state govt employee in up police . I submit a application to my department for posting nearest my wife working place but they rejected my application . I give the office memorandum of department of personnel and traning govt of india no(28034/09/2009) for husband and wife same station posting. Now what i do .
Dear sir,
You work as a central government employee and your wife is a state government employee. what is the ground on which you are looking for a transfer until there is a proper ground the government shall not transfer you. if you both had been in same department under central or state government then there your posting could have been in same place.
