How to change caste in certificate

Sir, I original caste is halwai which is gudia in Orissa actually migrated from Bihar some 100 or more then it years ago should I cover under sebc .How correction can be made.plz help me.earlier they issue my younger brother a gudia caste certificate but they are not issuing now.
1st you collect sabu record of right (R O R) which is in the name of your grand father then on the basis of that you file case before the commission revenue to correct the bail R O R then on the basis of that you will get the caste certificate
