Respected Sir/Madam,
As you have checked the Notary's registration number on 'Ministry of Law and Justice Website' . The Notary’s details are appearing in that list, including her Reg no.,Name, Add, Area of practice &Date of Appointment.
Now question is that in your father's declaration docket no. is not mention. This is very simple if you have address of notary public, issue summons to the said notary to be appear before the Hon'ble court where matter is pending and docket no. be verified.

The court has full authority to get it verified ,you may not stress about the sanctity of the notary done ,you can move an application to the competent court in your jurisdiction stating your grievances. That your brother intentions are not good and favourable and suit for declaration and title can be moved in the court, therefore the court can suo moto take the notary in the consideration.
