How can i apply for voter id card

sir there is a lady who is of 45 years old. she want to cast a vote in her life but this is not possible as there no voter id for that. it is compulsory to produce address proof for that and gran pradhan refuse to do that, because he is friend of her brother, sir her brother cease a land of 45 bigha of her illigally and thats why they try there most to refuse to make voter id , if this will happen she will we able to snatch her land from her brother
Kindly approach to ADM, DM and after giving him notice with regard to the same approach to Hon`ble High Court for an appropriate remedy.
If there itself is unable to maintain the same then come to hon`ble supreme court.

Right of voting is our Right no one could deprived us from this right except few riders !As per your submission ,grampradan is denying to give address proof with that there is land disputes ,both the cases are different .You can put forward your application to the appropriate authority with all documents .Contact for detail advice .

You didn't write whole story .is this lady unmarried or widow or divorcee as to depend her brother or she has her husband and in laws from whose she get help to produce her address .she get address proove by rent agreement electricity bill telephone bill etc and would get voter ID I think first she would try for Aadhar than voter id
