I could not understand to whom your mother made gift deed of the property which was in her name . Will answer after I get the clarification.
About the second property that was in your father`s name: If you and your sister have not signed and which is your mother`s name. you and your sister have rights.

See,

As you told "My mother made gift deed the property which was in her name." here you are not mentioned to whom the such property is gifted.

after the death, the share of the property will fallen to his successor.
After the death of your father mother will become the owner /holder of the said property and khatha is also stands in her name. Here you are not told how your brother changed khatha name from your mother to his name. Is there is any transfer of right over the property? Please confirm the same.

"without my knowledge and he has signed my sisters signatures was signed by himself, the property was registered on my mother's name... "

here you are mentioning that the property was registered in your mother name. Then your mother is in actual possession of the property. Then what is the actual problem.
