Fraud under management quota by an admission consultant

I am a student . I was approached by a admission consultant and he assured me that i will be given admission in a ip affiliated colg. But instead i was made to take admission in a pvt colg that in the 2nd year i will be migrated. I have paid 2.2 lack cash and 1.5 lack colg fee. In my meeting with the director of the colg he mentioned that he has not received any money and will.migrate only when i pay him. There are 2 students with me in the class who have the same agent as mine. The person is still in contact with me on the phone . I need to know what evidence should i build up against him ao that i can take a legal action and recover my money . I also have a paper in which is has written the calculations of the money to be paid . Please help me 3.7 lack is alot for me and my parents are govt. Servants.
