Filed writ for Service matter but got dismissed by HC what can be done

I was filed a civil writ relating to my service matter against the state government and department, high court was passed the order in favour of me after eight month the state government and department filed L.P.A , the high court disposed L.P.A by dismissed for default, I want to know whether L.P.A can restore and what is time limitation for that and when I can file contempt since the state government and department is not following the order.
The Contempt petition can be filed once you know that the the organisation has not implemented the orders of the court. you can move an application regarding the restoration of the L.P.A within 30 days before the appropriate court.
