Is it necessary to pay the full expense of completing a 4 yr course while dropping the course in the initial year due to certain medical issues.
No. You need not pay for the full course. As you're not availing any services of the college, you need not pay any longer than what you're studying. If you've paid for the first year, that's all that you need to pay.
