Doing a small scale Aquarium fish business from home is punishable

I am doing small scale aquarium fish business from my home. I dont sell any kinds of foods or aquarium accessories,, i only sale aquarium fishes and as u all know fishes belong to live goods and they are not taxable. But some of our neighbors due to jealousy they have lodged a complaint in Mysore City Corporation stating that we are selling fishes from home. Two of the officials came to us and enquired about it and they warned us and went. 1) I wanted to know is it illegal or any case can be filed against us? 2) If YES how to overcome it.?
The property which is residential can be used for commercial purposes wherein only certain amount of space could be used
