If the charector of the person seems to be suspicious then yes he has got the right to intercept vehicle as well as the person, and if not then he has no power to seize it but only can issue a chalan u/s. 130 of M. V. Act. so that the person who has left his DL or other relevant documents at home can show his documents at the police station within 15 days

At the of time driving a car, you should keep your valid driving license with you.Mere keeping a photo copy of the same is not legally valid action on your part.
The law enforcing authority can initiate action against you strictly in accordance with the relevant provisions of the law.If you are aggrieved with such action , you are free to file petition in appropriate Court of law.

Dear client,
even if you dont have the original documents with you relating to your vehicle the traffic police doesn't have the right to confiscate your vehicle at best he can have your address with proof and give you sufficient time to bring the documents. And according to motor vehicles act the Police below the rank of Sub inspector cannot ask for your documents.
