Delay in finalization of case by HC what can be done?

Civil writ petition wp/691/2015 in Bombay high court against commissioner of kolhapur munciple corporation under mrtp act. To take a fast dicision on hearing he started against us in 2014 for cancellation of our sanctioned layout . Prayer to high court is to give an order to the commissioner for finishing the hearing quickly and give final decision in time bound period. But high court is not taking our writ petition seriously and not giving dates properly from last 2 years. What should I do ?

File a notice of motion for interim relief. If this doesn't work then you can file an SLP in the Supreme Court.
The final call can only be taken subsequent to the perusal of case papers.
