Decision given by court regarding primary schools

Hon high court nagpur passes a decision in favour of two minority education institutions that maha government would take proper decision within a six weak about primary school permission.of both society.in a single order.the government permit primary school for one society .and other society still waiting for the permission from 12 month.plz say what should we do.
The judgement of the Hon'ble High is required to be looked into, also, if the execution of the order has not taken place then, you will have to file a complaint for the execution of the order.
