Constant nuisance caused by abusive neighbor what can be done

Hi, I live with my family in our own house on the 3'rd floor. We are fed up with this drunkard and abusive neighbor who lives in the opposite house on the same floor. He constantly beats and abuses his wife and children.They all create a lot of noise on odd hours of day and night.Because of them me and my elder brother are not able to concentrate on studies and this has also affected the peace of my family.we have tried to talk out the matter with the other party but it is of no use.whenever we try to discuss the matter with his family he interferes and starts abusing all of them including his mother and children.we also called the cops earlier but they release him after taking some money. It will be grateful if you help me with some advice against him as my parents are planning to take some legal action against him. Thankyou.
