College not providing degrees until completion of bond, how to obtain?

During admission in pg degree/diploma post mbbs course, wb took a bond to serve the rural health centre for 1,2 year. they retained all original documents of our mbbs course. but it was not written anywhere that they will retain the pg marksheet or provisional pg degree certificate. We have passed md/ms pg diploma few days back but now the authority denies to provide any pg certificate....even they will not INFORM the MARKS WE OBTAINED unntil the1/2 year rural bond posting is over. is not it our right to know the marks after passing the exam?

You need to file a Right to information under section 6 of RTI act, 2005. This is the most powerful weapon we poses against the discrepancies of the state government. What you have stated ,if founded on fact , is arbitrary and capricious action on the part of related government department. The authority can not go beyond the obligations created by virtue of furnishing bond by you.From your statement,it seems that infringement of your fundamental rights took place.you are entitled to Legal remedy for the stated action on the part of concerned govt department.If you so desire , you may consult me with the approval of lawRato.

Yes it's your fundamental rights, and you are absolutely correct about it. It's a matter where you should approach before the court. But without looking the documents it won't be possible to suggest more. Get in touch if you want to pursue the same.

Yes, you have right to know your Marks after passing the Exam along with the Govt. Order for which the Authority retain the PG. Marksheet etc.,
At first, you should send One RTI to the Head of the Authority and asked him at least three Questions, (1) your Marks, (2) Whether the Authority can impose such type of retaining acts, (3) under which Govt. Order the authority retain the original documents, asked for details the Govt. Order memo Number and Date of publication. Your problem will solve. Ok Doctors.
