college not allowing to submit exam form

Bcz of illness i cud nt attend colg for 4 months so My colg is not allowing me to submit exam form bcz of less attendance percentage, i'v shown my medical certificates n bills of trtmnt to colg bt still they(vice principal n chairman) dint allow me. (After seeing my medical certificates Principal sir is ready to take form). 3rd april was last date of exam form submission. After that as per consultant's suggestion i went to university shown them my medical certificates n took permission(sign on application) to submit form thru colg (though last date is gone), so now attendance percentage n last date issue is solved still colg not allowing me to submit my exam form n forcing me to attend colg with junior batch n give exam next yr.. (Torturing) So my que is wat else can i do to convince colg??
