College demanding to pay 4 year fees to quit college

I am an engineering 1st year student (Management) in global academy of technology ( VTU) . i have a year back now and i want to quit engineering because i am not capable of continuing this course as i find it very difficult to study . So i went to my college and asked for my original documents but the principal refused saying that i will have to pay 4 years fees to get back my original documents .And i also i have joined this college through management quota .Please help me sir. what can i do ? i wont be able to pursue any other course without my documents . Is it a rule to pay the complete fe
You have very good case, must consult lawyer, as you need to send legal notice and then if they don't return your money you may approach consumer forum. But before that share you admission papers, notification, fee card, terms & conditions etc . don't pay any further amount.
