you can file small causes cases having proper jurisdiction for recovery along with interest and you obtain a decree for payment along with interest and you can execute the same under order xxi of the code of civil procedure against the customer

Please file a criminal complaint against the said person citing phone numbers and everything you know. The police will traceout him and get him for the offences of cheating and he will be jailed or otherwise, you may get your money back.

Dear concerned,
You have not specified if your client has utilized the tickets. If he has not traveled on those tickets, it might be bit difficult for you to recover, and if he traveled on those tickets, then file a civil suit for recovery of your dues. Take a decree in your favor and recover.
