Clarification on the court order

Please explain what does the following mean?? Is my anticipated bail declined or what is status "Considering the submission made by government advocate ( respondent side ) I am not inclined to grant anticipatory bail to the petitioner . However I am inclined to give a direction to the respondent not to harass the petitioner under the guise of petition enquiry. Respondent is directed to follow the dictum laid down in DK Basu vs state of West Bengal reported in the AIR 1997 with SC 610. " This was the court order for my anticipatory bail . This is a criminal case with no FIR filed so far . Please explain what does This mean ? Is my anticipatory bail declined ?
As per the lines you said, you could be arrested if need arises and the police should follow the guidelines in DK Basu case. But the court also ordered not to harass you in the name of enquiry. What is the submission of government advocate? You did not mention the previous line.
