Clarification on purchase of underconstruction property

I have seen a underconstruction flat at dombivli Mumbai 540 sq ft built up 1 BHK studio flat Gr plus 6 first floor. The builder has given me the rate of 3500 Rs per sqft on agreement. He is saying that stamp duty and registration charges will be taken according to 5200 Rs. Service tax and vat he is saying i will not take but will be informed later. The possession of the property is on Jan 2018. Plz kindly help me whether i should go for this flat or not. I have given a token amount of Rs 5000.He is saying that on the agreement he will mention oc will be given to u at the time of possession of the flat.

Dear Sir,

it is not advisable to buy a flat which is under construction as these days the builders take money and are not able to complete the work on time and there is huge amount of delay in giving possession. you can look for ready to move in flat where you are given possession as soon as possible.
