Clarification on OBC NON Creamy layer income

Which income is considered for OBC Non Creamy layer reservation in higher education. 1) Taxable income or Gross income. 2) consecutive three years or average of three years 3) What is the current income limit.4) Is the rule applicable to govt.employee or private employee or both.
Please refer to the Notification No. - F.28(93)/91-92/SCST /P&S/4385-95 dated 20-01-1995 of Govt. of NCT of Delhi, wherein 53 Castes have been notified as Other Backward Castes (OBCs).
