Clarification on challenging the policy of Indian Navy

Dear Sir,            I am Serving in INDIAN NAVY.I am serving as a X-Group Sailor.There are two catagories of sailors in Indian Navy:- 1)  X-Group sailor 2)  Y- Group sailor X- Group sailors are techinical sailors and Y Group sailors are Non-Technical sailors. Qualification required for both the group is 10+2 with PCM(Physics,Chemistry,Maths) The service of X- Group is 20 years.X-group Sailors can only leave the service after 20years. But the service of Y-Group is 15 years and they can leave the service after 15 years with pension. Training period for X- Group during service is 30 months. Training Period for Y-Group during service is 24 months. One more Entry in X-Group that is DIRECT ENRTY DIPLOMA HOLDER(DEDH) can also leave the service after 15 years with pension. I want to Challenge the policy of INDIAN NAVY for X-Group sailors to reduce the service from 20 years to 15 years. Can I challenge the policy?If yes,plz explain. thanx

You can file a PIL in the respective High Court of your state. Although in normal course no one ever does it. The chances are rare but atleast you can try.
