CIC passed decision in absence of applicant

Sir I have not received any information regarding date,place and timing for hearing of my second appeal and CIC have passed decision against my appeal.what can i do now??
If an applicant is not supplied information with in prescribed time , or is not satisfied with the information , or not served to any information, he may prefer an appeal to first appleate authority who is an officer senior rank to CPIO. Such appeal can be made with in period of 30 days from the date of order against the applicant.
