Cheating and non refunding the money by educational institute

. I have enrolled in Edupristine (institute) for financial modelling course (live classroom training) in chennai. On jun-11-2016 with the guidance from my batch counsellor Ms.deep From edupristine made online payment of Rs.10,000. i have the receipt . At the time she said that the classes will start from 26-jun-2016 but till now the classes doesn't get started but in between this they send a login id credentials of pre recorded videos. On 20-sep-2016 my batch counsellor said that there is no live class room training in chennai so we will refund your money and they send a refund form which show my bank details which i filled up. But today they saying that they won't refund my money because they have given the login id credentials but i didnt use it once and it is not useful at all for live classroom training students.So sir now what can i do to get my refund? I have all the mails they have send with me.
