In the narrow conspectus of facts shared by you, it is advisable that you try moving an application before the CAT for an early hearing. You can approach the High Court having territorial jurisdiction but chances of High Court interfering in the matter would only be limited to directing the CAT dispose of your petition at the earliest.

You can approach file an application in CAT and approach High Court. High Court can be approached by filing a writ petition since Ministry of Defence comes under the category of a State. Further opinion can be given only upon the examination of full facts and circumstances of the case.
