Case not being listed for hearing in the court, how to fast track?

I have filled a case against State government on Jun 2016. This is regarding permission of opening retails outlet of petrol pump. State government has denied the permission and i have challenged that in high court. There were several hearing already happened. On 20 Apr 2017 Magistrate has asked the government to file an affidavit in 4 weeks. But government has not answered it yet. So on 22 Jun 2017 hearing Magistrate has given final 4 weeks to file the affidavit and asked to list the matter after 4 weeks. It is that it is already 7 weeks from last hearing and as per my counselor, the government has still not replied to the court. Sir my question is that why is our case not getting listed even after 7 weeks, when the magistrate has asked to list it after 4 weeks.
the entire system of listing in the high court is automated and computer generated.the only way to get a matter listed is by filing a proper application for urgent hearing .you have to state some real desperate urgency in the matter that why should your matter be taken up for hearing out of normal turn..
