Can the college deny a student from writing exams

My sister is studying in a college far away from our house. She is staying in college hostel. At the time of joining, management told us that the exams are held at that same college. But at the time of exams, they informed us that exams are at Jaipur. My sister have some health issues. When she reach there at Jaipur,due to climate variation she was severely suffered by sinus issue and there she hospitalised.. So thereby she missed all the exams.. Now as a supplementary exam, she is willing to write that exams at Jaipur. But the management telling that they are not responsible and they cant allow a faculty with her. We already paid a huge amount as her fee...What can we do Sir?? Any legal supports??
