tamp duty refund application allows a citizen to claim stamp duty refund in cases as - excess stamp duty or penalty paid, cancellation of registered agreement, return of unused stamp paper, cancellation of document where judicial stamp paper is required but non judicial used or vice a versa or stamp duty refund as per court order.
The citizen should submit the documents physically with the concerned office on the same day as submission of online application. Citizens can request for stamp duty refund by using this application from anywhere anytime. The internal process of the department shall be physical with required details and progress being captured online. This will enable citizens to check status about their refund requests online.

First of all it is not possible that your case is closed without any decision except if it was compromised between parties . Second may be you are not aware of the case proceedings and it is still running and yes you can never get your court fees payed through stamps if the case was filed and proceedings already started
