Can I prosecute Municipal commissioner for granting licence

i want to prosecute Pune Municipal commissioner and other employees related to construction department with respect to wrong consent given for running clinic under 1997 DC Rule, our building is constructed in 1980 so this 1997 DC rule does not apply. now how to put criminal cases against pune municipal commissioner and city engineer etc, is there any permission required from maharashtra government to prosecute the? i have heard now there is GR from maharashtra government sanction is not necessary to prosecute municipal corporation employees. what is date of this GR and where to get it?

Yes you need to take prior permission from the Dy. secretory for town and planning department of government of maharashtra before filing any case agianst the authority. If u heard about the GR u know it.
