Can government issued cards be kept as indemnity with someone else?

Can government issued id-cards (voter card, pan card, passport, driving license etc.) can be kept as an indemnity with some one else. In my housing society a rule has been made by the association that any visitor who is entering the society has to keep his/her original government issued id-card as an indemnity and then only visitor pass will be issued to them, this is in spite of the fact that resident acknowledges that the visitor is genuine. I believe these cards are non transferable and can be held only by the user or can be taken back by the issuing department, others can only keep Xerox.

This may be a practice being followed by your society. There is no hard and fast rules about it nor there is any prescribing this practice. Your society might have passed a resolution t follow such procedures for the purpose security of all the residents of the premises.You can verify that whether this practice has the approval of the association which was passed in a general body meeting properly and has been included i the bye laws of the society, if not you can very well question the authority bout this , if you dont get a proper reply or if you confirm that there is no such ruling in this regard and it is beiong done on somebody's behest, you may issue a legal notice to the secretary to curb such illegal practices immediately or else to face the music of law that may follow.
