Can government cancel tender without giving reason

Can govt cancal any tender who had been open and we are eligible for l1 .our rate is lowest .but agreement is not done yet and govt cancal tender without telling the cause.
Can govt cancal any tender who had been open and we are eligible for l1 .our rate is lowest .but agreement is not done yet and govt cancal tender without telling the cause.
advise:
govt cannot cancel your tender without giving you opportunity of hearing assigning reasons.
If it does so, then the cancellation order can be challenged in High Court.
