Can college withhold my transfer and migration certificates?

Hi, I am studying in MS Ramaiah college of arts, science and commerce in bengaluru. It is my first year in BSc Biotechnology course. I have given and passed first semester. Now I wish to quit my college. I have paid my fees for the first year. They are saying that they will return my transfer and migration certificates only if I pay the fees of the for the rest 2 years also. Do they have the right to demand such?

No, the college does not have that right to with hold your certificates. But whether those documents will be given to you by hand or will they be sent to any other institution that you next join? Also, have they just orally told you that they will not give them ?

You can seek u r certificates without paying balance amount if there is a provision is there in the university regulation. Normally they can only entitled get first year fee only as per normal university rules

Most of the colleges give admission based on CET ranking and as they charge the tuition fees at the rate decided by the government, they do keep the marks cards and demand for the fee for the rest of the years. - you can complain to the department of collegiate education and they will help you resolve it

please ascertain from them whether they have got any rules in that regard? also ascertain whether you have undertaken at the time of admission with regards to payment of two years fee if you would like quit in between?
It appears to me that that their demand is unreasonable and unethical, unless they have got agreement or under taking from you side.
