Which examination you are taking about? B. Tech. ? In tech. examination or course, if the same is conducted by particular state ,normal practice is to ask question in english and in one local language and candidates are free to give their answer in any of the above language. If questions were asked in hindi only then you can challenge the same in court of law.

Dear client,
In the present scenario, you only have an option to file a writ petition against the state through the concerned department in the respective hon'ble High Court. It is besically a matter pertains to violation of Fundamental Rights.

Yes you can challenge if there is some notifications relating to it. PIL can also be filed. It is a good case and you can go for it. By giving all sorts of examples as what you wrote. Questions must be in both language
